Project “Technical assistance for the implementation of the Energy Community Treaty” is financed by the EU within the IPA programme and managed by the Delegation of the European Union to Montenegro. Project is implemented by Exergia S.A. (Greece) in consortium with KANTOR S.A. (Greece) and Mercados (Spain) under a service contract signed with the Delegation of the EU to Montenegro.
The overall objective of the project is to assist in development and implementation of energy sector policies that will ensure the implementation of commitments of Montenegro under the Energy Community Treaty including implementation of the liberalized regional energy market.
The direct beneficiaries of the project are:
- Transmission System Operator and the Market Operator (A.D. Prenos)
- Energy Regulatory Agency, and
- Sector for Energy Efficiency of the Ministry of Economy.
Project started on 1 February 2010 and planned duration of the project is 18 months (until the end of July 2011).
Component of the project related to EE consists out of four tasks:
- Establishment of standards, guidelines and models of EE, which includes harmonization of the existing and development of new regulations and other EE related documents in accordance with EU requirements;
- Preparation of the Energy Efficiency Action Plan in accordance with requirements of the Energy Community;
- Establishment of statistics and Energy Efficiency Informational system, primarily for monitoring and verification of the Energy Efficiency Action Plan, as well as for providing support for the energy management;
- Preparation and implementation of capacity building, dissemination of information and awareness raising campaign.
