Development of a fully functional energy management system requires a series of activities/measures. Implementation of these measures requires a relatively long period of time, even several years. First activity in establishing an energy management system is to appoint a person (the so called “energy manager”) responsible, among others, for the design and development of the system. The following paragraphs present an idea about the duties and activities of the energy manager in a fully developed energy management system, to facilitate the decision about who is capable or have the prospects, to undertake this role.
According to the international practice, implemented without exception in all sectors of the economy, energy management is performed with an organized system of activities and procedures, coordinated by the energy manager.
The energy manager is in charge for planning, monitoring and reporting on efficient use of energy in an organization or facility, as well as for optimal use of renewable energy sources.
The aim of the energy manager is to achieve the best economic benefit for the organization, through implementation of cost-effective measures that improve energy efficiency and by using renewable energy sources, without decreasing the level of comfort, quality and quantity of services or products. In addition, the energy manager shall ensure fulfilment of all obligations relevant for the organization in accordance with regulations and national plans for the energy, energy efficiency and renewable energy legislation, with full compliance with the obligations related to environment, health and security.
