Law on Energy Efficiency in Article 20 introduces big energy consumer and defines its responsibilities in terms of planning and implementation of energy efficiency improvement measures, as well as reporting on the implemented measures. In order to define a big energy consumer, and the detailed content of plans and reports that a consumer must submit to the Ministry of Economy, a specific rulebook is issued “Regulation on determining limit for energy consumption to define big consumer, the content of the energy efficiency improvement plan and report on the plan implementation (O.G. of Montenegro, No. 10/2012)”. In the area of reporting, big energy consumers, similar to public sector entities, are obliged to submit data of the annual energy consumption in buildings and facilities they use, as well as factors influencing the consumer, to the Ministry. In order to monitor energy consumption and other relevant data in their facilities big consumers shall establish an information system of energy consumption. Detailed content of the Energy efficiency information system and the way of reporting to the Ministry is regulated by specific rulebook: “Rulebook on the information system of energy consumption and on the manner of submission of data on annual consumption of energy (Official Gazette of Montenegro 6/2012)”.
