Invitation for National Competitive Bidding

The Government of Montenegro (“GoM”) has received a financing from KfW Development Bank (“KfW”) in the form of a loan and co-financing from the REEP-PLUS, toward the cost of the Project: “Promotion of Energy Efficiency in Public Buildings – Greening Public Infrastructure in Montenegro”. The Ministry of Capital Investments (MoCI), acting as the implementing agency of the Recipient and referred to as the “Employer”, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Letter of Invitation is issued.
The MoCI invites Proposals to provide the following consulting services (hereinafter called “Services”): Consulting services for Revision of the Designs, prepared under the project “Promotion of Energy Efficiency in Public Buildings – Greening Public Infrastructure in Montenegro”.
A Consulting firm will be selected in accordance with the procedures described in the KfW Guidelines for the Procurement of Consulting Services, Works, Goods, Plant and Non-Consulting Services in Financial Cooperation with Partner Countries, which can be found on the web site www.kfw-entwicklungsbank.de, and in the present document.
The tender procedure is open to all bidders which fulfil following criteria:
– Minimum annual turnover 50.000,00 EUR;
– MNE Company Licences for Revision for Architecture, Civil Engineering, Electrical engineering, and Mechanical Engineering.
– Key staff: architect, civil engineer, electrical engineer – power, electrical engineer – telecommunication and security systems and HVAC engineer must have a licence for revision of the designs, issued according to the MNE legislation and at least 7 years of experience in designing or revision of designs
Tender documents can be obtained electronically in PDF format free of charge upon submission of a written request to the e-mail bellow.
This request must be accompanied by a cover letter, clearly stating the name of the company and the country of domicile.
