The Ministry of Economy, in cooperation with E3 Consulting and Build Energy Team, organized a one-day training workshop “Public Sector Energy Management”. The training workshop was held on December 10, 2018. in Podgorica, and was intended for representatives of state bodies and local self-government units in order to prepare them for the successful implementation of the obligations from the Law on Efficient Use of Energy.
Marko Radulović, Director General of the Directorate for Energy Efficiency, welcomed the participants in the opening speech and expressed satisfaction that the public sector entities recognized the importance of the workshop for future work and dealing with the topic of energy efficiency.
“This is the first in a series of trainings that will be offered to public sector entities in the coming period and will continue next year after the adoption of the Law on Amendments to the Law on Efficient Use of Energy, which has to a certain extent been innovated and provisions that regulate the obligations of the public entities sector “- said Radulovic.
Mr. Radulovic pointed out the important role of the public sector in implementing the energy efficiency policy:
“The obligation of the public sector entities and the Ministry of Economy, as the competent body of the Government of Montenegro for energy efficiency issues, is to demonstrate, on their own example, the justification of investments in energy efficiency and the use of renewable energy sources. In this regard, the Law on Efficient Use of Energy prescribes significant obligations for public sector entities in the area of energy management in facilities within its competence, as well as the planning and implementation of energy efficiency measures, and the role of the Ministry of Economy is to provide professional assistance and coordinate individual activities “.
During the workshop, a place was identified for improving the implementation of legal obligations by public sector entities, especially through further strengthening of joint cooperation with the aim of establishing a sustainable system that would enable all interested parties to improve knowledge in this field and achieve concrete results. In this regard, the Ministry of Economy plans to organize new trainings for the next year with the aim of improving concrete knowledge and skills, especially in the part:
- collecting data on public facilities and establishing a central information system for energy efficiency that will facilitate the work of energy managers,
- planning in the field of energy efficiency and application for specific support programs,
- reporting on the implementation of energy efficiency measures through the information system for monitoring and verifying energy savings.
