Public call for prequalification

Ministry of Economy announced invitation for pre-qualification under the project “Energy Efficiency Programme in Public Buildings”.

 

Invitation for pre-qualification has been announced for selection of the companies for performing of consultancy services to assist Ministry of Economy/Directorate for Energy Efficiency in the following activities: (i) design and establishment of an integrated energy management system in facilities refurbished under EEPPB – phase I and facilities to be refurbished under EEPPB – phase II; (ii) design and establishment of national building stock inventory, and introduction of software for calculation of energy performance of buildings; (iii) performing post-construction audits and certification of buildings after their refurbishment.

 

To flank the achievement of the Programme purpose – the rehabilitation of the buildings, optimizing energetic aspects – and to enhance the sustainability of the Programme results, a system for proper maintenance, energy monitoring and management, shall be established, in order to enable sustainability of the investment and monitoring of energy consumption.

 

Furthermore, as a member of the Energy Community, Montenegro is obliged to implement EU Directive on Energy Performance of Buildings (EPBD). Main EPBD requirements are already transposed through the Law on Efficient Use of Energy and finalization of transposition of the EPBD requirements is provided through secondary regulation acts. However, the implementation of the established regulatory framework is very demanding and requires professional capacities and available tools for calculation of energy performance.
