The Government of Montenegro adopted the Energy Efficiency Strategy of Montenegro on 13 October 2005. Despite the fact that the Strategy is rather outdated concerning basic data and projections, priorities and key measures foreseen in this document are still valid. The priorities and key measures of the Strategy were confirmed in the Energy Development Strategy of Montenegro (Dec. 2007).
In accordance with the Agenda of the Energy Efficiency Task Force and Decision (No. 2009/05/MC-EnC) of the Ministerial Council, the Contracting Parties (countries signatories of the Energy Comunity Treaty) undertook the obligation, among others, to implement the Directive 2006/32/EC on energy end use efficiency and energy services. According to this Decision the Contracting Parties shall also prepare three national Energy Efficiency Action Plans (EEAP) in the period 2010 – 2018 as follows:
- First EEAP not later than 30 June 2010;
- Second EEAP not later than 30 June 2013;
- Third EEAP not later than 30 June 2016.
The structure of the new EEAP is based on template suggested by the Energy Efficiency Task Force of the Energy Community.
The first Energy Efficiency Action Plan for the period 2010-2012, has been adopted by the Government of Montenegro in December 2010.
The second Energy Efficiency Action Plan for the period 2013-2015, has been adopted by the Government of Montenegro in November 2013.
The third Energy Efficiency Action Plan for 2016-2018, has been adopted by the Government of Montenegro in November 2013.
Exiting (second) EEAP is substantially improved, taking into account the expirience in impelmentation of the first EEAP ass well as requirements of the updated EU directives.
