Based on the authorization of the Ministry of Capital Investments No. 03-302/22-1717/3 and 03-302/22-1830/4 dated 29 April 2022, the University of Montenegro, on 1 November 2024, has announced a call for training of persons for performing energy audits and certification of buildings. During the training, participants shall acquire knowledge about the legislative and regulatory framework for performing energy audits in Montenegro, theoretical foundations in the field of building physics and technical systems, about the methodology for performing energy audits and certification of energy performance of buildings, about possible measures to improve the energy efficiency of buildings, as well as about the method for preparing the report on the performed energy audit of buildings. The expected start of the program is planned in the second half of November 2024.
The training program for performing energy audits of buildings and certification of buildings includes, as follows:
- Theoretical and laboratory training where the participants are introduced to the theoretical foundations of energy efficiency, as well as to the measurements acquired by using devices for performing energy audits which are available at the University of Montenegro.
- Training on specialized software for calculating the energy performance of buildings.
After the training is completed, a professional exam shall be carried out, which consists of a written and oral assessment, as well as a defense of the thesis on a practical example. The certificate of passing the professional exam is issued to the candidate who achieves at least 70% points in the written exam, passes the oral exam and defends the thesis on a practical example. The state administration body responsible for energy efficiency can issue to a legal entity the authorization to perform energy audits of buildings only under the condition that the legal entity has a person employed for an indefinite period with the VII1 level of education qualifications in the field of electrical engineering, mechanical engineering, construction or architecture with at least five years of work experience in the profession related to design, construction, building supervision, revision of design documentation, testing of energy plants or installations and who has a certificate of passing a professional exam for performing energy audits of buildings (Article 30 of the Law on Efficient Use of Energy, “Official Gazette of Montenegro”, no. 057/14 from 26.12.2014, 003/15 from 21.1.2015 and 025/19 from 30.4.2019). The training will be conducted for 15 to 20 participants. All equipment for the training program is provided by the organizer. The price of the training is €2,500 per participant.
Required qualifications
The candidate must have:
- at least VII1 level of qualifications in the field of electrical engineering, mechanical engineering, construction or architecture;
- at least three years of work experience in the field of design, construction, building supervision, revision of design documentation, maintenance of facilities and technical systems, testing of energy plants or installations.
Required documentation
In order to prove that the necessary qualifications are met, interested candidates shall submit, as follows:
- curriculum vitae (CV) in which professional qualifications and work experience are clearly stated (it is mandatory to indicate the employer’s contact information)
- a copy of the diploma on the acquired level of education.
Evaluation of applications
A special commission for the evaluation of applications formed by the University of Montenegro shall review and evaluate the applications. Only candidates who meet the stipulated conditions are qualified to participate in the training program. Due to the limited number of training participants, the Evaluation Committee will create a list of qualified candidates, considering professional qualifications and work experience as criteria.
